Implementation of the Water Supply Plan
Overview
In October 2010, the Tennessee Duck River Development Agency’s (DRA) Board approved the alternatives recommended in the DRA’s Comprehensive Regional Water Supply Plan. O’Brien & Gere has been authorized to provide Program Management Services to support DRA in their efforts to implement the water supply plan. These services include overall planning, program scheduling, assistance with permitting, cash flow projections, progress reports and related activities. In addition, the following project specific activities are planned or underway for the each of the program’s non-structural and structural components:
- Non-Structural Components:
- Drought Management Plan (DMP) – O’Brien & Gere and HydroLogics have initiated work on DRA’s regional drought management plan. Please see the Drought Management Plan for further information.
- Water Use Efficiency Program – The scope for a Water Use Efficiency Program is under development. This program component is scheduled to commence in fiscal year 2012.
- Optimize Normandy Reservoir Releases – Optimizing releases from Normandy Reservoir will help preserve storage in the reservoir for periods when it is most needed. The scope for the optimization activities is under development. This program component is scheduled to commence in fiscal year 2012.
- Structural Components:
- Normandy Dam Improvements – This program component will increase the elevation of Normandy Dam by five feet and increase the Winter/Spring pool level by approximately five feet without increasing the Summer/Fall pool level. The expanded reservoir will increase water storage during droughts, reduce shoreline exposure, improve flood protection for downstream communities, and enhance the reliable yield available for all Duck River uses. DRA is currently collaborating with TVA on preliminary engineering evaluations to assess the requirements for raising the dam.
- Williamsport Intake – This structural component will relocate Columbia’s water withdrawal to a new intake approximately 25 miles downstream, near Williamsport, where there is adequate flow in the Duck River during droughts to satisfy Columbia's projected needs. This component addresses the potential deficit in Maury County and southern Williamson County with a local, highly reliable supply and eliminates their sole reliance on Normandy Reservoir during severe dry weather conditions. DRA will initiate a siting study for the new intake during Spring 2011.
