Project Overview
In accordance with the recommendations from the Tennessee Duck River Development Agency’s (DRA) Comprehensive Regional Water Supply Plan, DRA is working with O’Brien & Gere and HydroLogics to develop a regional drought management plan (DMP). The regional DMP will supplement the utility- specific drought management plans that are required by Tennessee Department of Environment and Conservation (TDEC) of the DRATAC member utilities. DRA’s regional DMP will involve the following activities:
- Work sessions. Similar to the approach utilized successfully for the Comprehensive Regional Water Supply Plan, a series of interactive work sessions will be used to gather information, solicit input and present the findings.
- Coordinate Work with Utility DMPs. DRA and its consultants will coordinate their efforts with the DRATAC Water System members to efficiently develop a quality DMP for the DRA. The information developed by the Water Systems will be used in the preparation of DRA’s DMP.
- Tailor the DMP to the Region. The supply and demand dynamic for Normandy Reservoir and the Duck River is unique and therefore the DMP will be tailored to the needs of the region…”one size does not fit all”.
To achieve the project objectives and address these key issues, the consultant team has undertaken a scope of services which includes the following tasks:

- Task 1 – Preplanning
- Task 2 – Organizing the Planning Process
- Task 3 – Identify Existing Plans, Partnerships, Policies, and Procedures
- Task 4 – Coordinate with State and Regional Agencies
- Task 5 – Plan Management Phases and Responses
- Task 6 – Plan for Implementation – Monitoring, Key Elements, and Trigger Points
- Task 7 – Identify Management Team – Purpose, Structure, Roles and Functions
- Task 8 – Review, Evaluate, and Update the DMP
- Task 9 – Public Hearings/Meetings
To accomplish these tasks, the DRA will schedule regular meetings with the stakeholders to communicate our progress, obtain additional information and verify preliminary results.
